Vlorë is where Albania began. On 28 November 1912, Ismail Qemali raised the double-headed eagle flag above this city and declared Albania independent from the Ottoman Empire — making Vlorë the birthplace of Albanian statehood. The city is justly proud of this history, celebrated with particular intensity on Flag Day each November. But Vlorë is also a genuinely fine seaside city in its own right: a working port with a long waterfront, the spectacular Llogarë mountain pass 40km to the north, and the junction point for the Albanian Riviera road south towards Sarandë.

The city lacks the UNESCO pedigree of Berat or Gjirokastrër, but it compensates with excellent beaches, an authentic waterfront, and a position that makes it one of the finest bases for exploring the southern Albanian coast.

Flagpole Square (Sheshi i Flamurit; free; city centre) is where Ismail Qemali declared Albanian Independence on 28 November 1912 — the founding moment of the Albanian state. The original Qemali House (now a small museum; €1) is on the square. The central waterfront boulevard leads directly south to the beach.

The Vlorë waterfront (Bulevardi Ismail Qemali; free) runs 3km along the bay from the port to the Radhimë peninsula in the south. The city beaches along the boulevard are pebble with good water clarity; the finest sand beaches are 15km south at Radhimë and Orikum. The waterfront promenade is the daily social hub — cafes and restaurants facing the bay, with the Karaburun Peninsula visible across the water.

💡 The Radhimë beach road south of Vlorë (15km; drive or taxi) has the finest sand beaches on the Vlorë Bay and significantly better water than the city beach itself. Rent a car for a half-day loop (Radhimë–Orikum) in either direction for the best beach experience.

Llogara National Park (40km north of Vlorë; turn at Orikum) sits above 1,000 metres in a pine forest on the edge of the Cikëlëz mountain range. The Qafa e Llogarës pass (1,027m; free to drive) is one of the Mediterranean’s most spectacular viewpoints: the entire Riviera coastline and the Ionian Sea are visible below, with the mountains dropping vertically to the coast.

💡 Drive to the Llogarë pass at sunrise or in the late afternoon for the finest light on the Ionian Sea below. The pass restaurant (Qafa e Llogarës; simple grilled meat and salads; 600–1,000 ALL) serves in the shadow of old pines with a mountain wind. Stop at the pass long enough to appreciate the scale of what you’re looking down at.

Kanina Castle (Kalaja e Kaningës; free; 3km east of Vlorë; taxi or 30-min walk uphill) is a Byzantine–Ottoman citadel above the city with a panoramic view of Vlorë Bay, the Karaburun Peninsula, and, on clear days, the Italian coast across the Adriatic. The castle is largely un-restored and is often empty of tourists — a genuine exploration rather than a museum visit.

💡 The path to Kanina also passes through the Kanina village, an Ottoman-era settlement of stone houses that is rarely visited and surprisingly well-preserved. Allow 2 hours for castle + village. The view from the upper ramparts at sunset is worth the short climb.

Eating & Drinking

Vlorë waterfront restaurants serve the finest grilled fish in the city: fresh sea bream (levrek; 1,000–1,500 ALL) and dentex (koce; 1,500–2,000 ALL) directly off the boats. The meze tradition (shared starters of white cheese, olives, grilled peppers, and bread) is excellent and cheap at 300–500 ALL per plate. The Kuca e Lirise (House of Freedom) square behind the waterfront has the best concentration of local restaurants with covered terraces. Vlorë raki (home-produced from the local grape harvest) is particularly prized — ask at any restaurant for the owner’s private production.

Two Days in Vlorë

Day 1
Independence Square → Kanina Castle → Waterfront Evening

Morning: Independence Square and Qemali House Museum (1h; €1). Walk to the old town quarter near the museum. Taxi to Kanina Castle (3km; 400 ALL; 2h at the castle and village). Return waterfront for lunch (sea bream; 1,500 ALL). Afternoon: waterfront walk south to Radhimë beach road viewpoint (free; 30-min walk from the boulevard end). Sunset drinks on the waterfront. Dinner at a boulevard restaurant (1,500–2,500 ALL).

Day 2
Llogarë Pass + Riviera Road

Drive north to Orikum (15km), then up to the Llogarë Pass (1,027m; 30 min from Orikum). Panoramic viewpoint (30 min; the finest coastal view in Albania). Continue south after the pass down to the Riviera. Stop at Palasa beach (deserted; bring food) and Dhermï village (hillside stone houses; 45-min walk up from the beach; lunch at a village terrace). Return to Vlorë by 6pm OR continue south to Sarandë (2.5h further on the same road).
