Ulcinj is the most distinctive city on the Montenegrin coast — and the most overlooked. Montenegro’s southernmost town, sitting 25km north of the Albanian border, is the only Adriatic city with a majority Albanian-speaking Muslim population, a legacy of 400 years of Ottoman rule (1571–1880) that shaped its architecture, cuisine, and culture in ways that differ completely from the Venetian-influenced cities of the north. The Old Town (Stari Grad) sits on a fortified headland with city walls built by the Illyrians, rebuilt by the Romans, and reinforced by the Venetians before the Ottomans took possession. The Ulcinj Salina (a 16-square-kilometre salt pan south of the city) is one of the most important flamingo habitats in the Adriatic.

The Velika Plaža (Long Beach) — 13km of unbroken fine sand south of Ulcinj — is the longest natural beach on the entire Adriatic, and remains largely undeveloped compared to the Croatian and Italian Riviera alternatives.

Ulcinj’s Stari Grad (free to walk; the inner fortress museum: €2) occupies a rocky peninsula with walls originally built by Illyrians in the 3rd century BC, expanded by the Romans and Venetians, and modified by the Ottomans who held the city for 309 years. The view from the Old Town walls over the Adriatic and south to Albania is extraordinary. The small Museum of the Old Town (€2; inside the fortress) covers the complete history from Illyrian to Ottoman.

💡 The finest view from the Old Town is from the southern wall above the sea (accessible via the museum entrance; the terrace is free to stand on). In clear conditions, the Albanian coast 25km south is clearly visible. Best at sunrise or at 6pm golden hour.

Velika Plaža (Long Beach)

Velika Plaža (“the Long Beach”; 5km south of the Old Town; accessible by taxi €6 or bus €1.50) is a 13km crescent of fine sandy beach — the longest natural beach on the Adriatic coast, still largely undeveloped beyond a line of beach bars and seasonal camping sites. The sand is fine, the water is shallow for 50–100m from shore (excellent for children), and the open southern exposure makes it one of the sunniest beaches in the Adriatic.

💡 The eastern end of Velika Plaža (“Ada Bojana”; at the mouth of the Bojana River; 13km from Ulcinj) is a river-island naturist beach with nudist camping, the finest windsurfing conditions in the Adriatic, and a completely different low-key atmosphere from the northern tourist beaches.

The Ulcinj Salina (SPA Solan; 4km south of Ulcinj; accessible by car or bicycle; free to view from the road; guided birding tours from €15) is a 15-square-kilometre salt-extraction pan that doubles as one of the most important wetland bird habitats in the western Balkans: 219 recorded bird species including greater flamingo (best November–March; 150–400 individuals), Dalmatian pelican, pygmy cormorant, and spoonbill.

💡 The finest flamingo photography is from the northern embankment road of the Salina (accessible by car from the Ulcinj–Bar road) in the early morning (7am–9am) when the birds are feeding in the shallow pans closest to the road. Bring binoculars — the flamingos are typically 50–200m from the road.

Mala Plaža (“Small Beach”; immediately below the Old Town; 5 minutes walk from the fortress) is Ulcinj’s town beach — a 300m cove of sand sheltered by the Old Town headland on one side and the Hotel Mediteran cliff on the other. Kurilo Beach (1km east; walkable) is a slightly quieter alternative. Both have free areas and sunbed sections (€5–8/day) and are well-serviced with beach bars and showers.

💡 The Mala Plaža sunset view — the Old Town fortress silhouetted against the Adriatic from sea level — is the finest photograph of the Ulcinj Old Town. Best from the water’s edge between 6pm and 7pm in summer.

Eating & Drinking

Ulcinj’s food is the most distinctively Albanian-Ottoman on the Montenegrin coast: grilled ćevapčići (minced meat rolls; from €4), byrek (Albanian filo pastry filled with spinach, cheese, or meat; from €2 at any bakery from 7am), and Adriatic fish prepared with olive oil, garlic, and herbs rather than the butter-and-lemon style common further north. The restaurant Bazar (Old Town; Stari Grad interior) serves the finest traditional Ulcinj Albanian cooking. For fresh fish, the quayside restaurants on the Mala Plaža promenade offer the most competitive prices: fresh-caught sea bass from €10/kg. The Ulcinj market (Tuesday and Saturday; 7am–noon; near the bus station) has the finest produce on the Montenegrin south coast including locally grown olives, pomegranates, and Turkish dried fruit.

Two Days in Ulcinj

Day 1
Old Town → Fortress Museum → Mala Plaža → Albanian dinner

9am: Old Town walk (Stari Grad; free; 1h). Fortress Museum (€2; 30 min; finest view of the coast). Walk down to Mala Plaža (5 min) for a swim and sunbeds (€5). Lunch at a Mala Plaža quayside fish restaurant (€12–18). Afternoon: explore the Albanian community areas of the upper Old Town and the mosque area. Byrek breakfast pastry from a local bakery (€2). Evening dinner at Restaurant Bazar inside the Old Town.

Salina bird walk → Velika Plaža → Ada Bojana (windsurfing)

7am: Drive to the Ulcinj Salina northern embankment (4km; taxi €5) for flamingo viewing (best 7–9am). Return to town. 10am: Bus to Velika Plaža (€1.50; 15 min). Long Beach walk or swim (the eastern end is the quietest). Lunch at a beach bar. Afternoon: continue to Ada Bojana (bus to the end of Velika Plaža; €3; then on foot across the bridge to the island). Windsurfing or kitesurfing lesson from €20/hour. Return by 6pm.

The Bojana River border crossing (20km south; road through Ada Bojana) connects Ulcinj to the Albanian city of Shkodër (45 min from the border) for a full-day cross-border excursion.

Ada Bojana (13km south of Ulcinj; €8 taxi or €3 bus to the end of Velika Plaža; the triangular river island formed by the Bo jana delta; naturist resort and day-beach) is 1.5 hours well spent from Ulcinj.
