Romantic Seaside Town and the Bishop's Castle
The Haapsalu Bishop’s Castle (Haapsalu Loss; €8; 10am–6pm May–Sept; 11am–4pm Oct–Apr; the largest enclosed courtyard of any medieval cathedral in the Baltic States; built by the Livonian Order in the 13th century) is the finest medieval ruin in western Estonia. The limestone cathedral (roof largely collapsed; the interior now an open-air concert venue; the finest open-air concert setting in the Baltics — the Augustibluus jazz festival and Tchaikovsky concert series both use the cathedral interior), the bishop’s palace tower (climbable; views over the town and Haapsalu Bay), and the castle museum (€8 included; the history of the western Estonian bishopric) are the three main elements.
💡 Visit the castle at sunset (August; the sunset light through the cathedral window arch — the “White Lady Window” — creates a shadow play on the opposite wall that, according to local legend, shows the face of a young woman who was bricked into the wall by a jealous bishop; the August full moon legend attracts visitors specifically for this atmospheric moment). The Haapsalu Castle concerts (August; Augustibluus jazz festival; €15–30; one of the finest small-city jazz festivals in Estonia) are the best reason to visit in summer.
The Haapsalu Promenade (a 1.5km seafront walkway along the sheltered Haapsalu Bay; free; the most atmospheric evening walk in western Estonia; wooden benches, the Tchaikovsky bench memorial, and views across the bay to the Estonian mainland forest) and the African Beach (Haapsalu’s sheltered bay beach; the warmest swimming water in mainland Estonia at 24–26°C in July–August due to the shallow, sheltered bay that heats faster than the open Baltic) are the two essential experiences beyond the castle.
💡 The Tchaikovsky bench (a cast-iron bench with a silhouette of the composer; on the Promenade near the railway station; the most photographed object in Haapsalu; free; open all hours) is the town’s most beloved landmark. Sit on the bench at dusk and look out over the bay in the direction Tchaikovsky once sat — the water, the reeds, and the Estonian silence are essentially unchanged from the 1867 evening that inspired his composition.
Haapsalu has been a therapeutic mud spa town since the 19th century — the local mud (the black therapeutic peat from the Haapsalu Bay lakebed; rich in hydrogen sulfide and mineral salts; used for joint pain, skin conditions, and general relaxation) was the most fashionable cure in the Russian Empire from the 1820s onwards. The Fra Mare Thalasso Spa (the largest spa hotel in western Estonia; mud treatments from €30–60; day spa access €25–35; the finest spa facility in Haapsalu) continues the 19th-century tradition.
💡 A Haapsalu mud treatment (€30–45 for a 30-minute mud pack at Fra Mare or Haapsalu Kuursaal spa; book the day before in summer) is the most distinctively Haapsalu experience and directly continues the tradition that made the town famous throughout the Russian Empire. The mud here is therapeutically equivalent to Pärnu’s (both from Baltic bay sediment) but the setting — in a 19th-century resort town rather than a modern beach resort — adds a historical dimension.
The Haapsalu Railway Museum (the old Haapsalu railway station; the most ornate railway station in Estonia — a 1905 wooden structure built for the Tsar’s summer visits; the platform roof is the longest wooden platform canopy in the world at 215 metres; free to enter the station building; €5 for the museum; daily 10am–5pm) is the most characterful minor museum in western Estonia. The Tsar’s Reception Room (the most elaborately decorated room in the station; designed specifically for imperial arrivals; now restored) and the steam locomotive and Soviet-era carriages on the platform are the main exhibits.
💡 Haapsalu station is worth a 30-minute visit purely for the architecture: the 215-metre wooden platform canopy (the longest in the world; built in one continuous piece to shelter the Tsar and his court from the Estonian rain during the transfer from train to waiting carriages) is an extraordinary piece of imperial Russian railway architecture. The Tchaikovsky bench is a 10-minute walk from the station.
Haapsalu has a small but genuine food scene. Café Hapsal (on the town square; the most beloved cafe in Haapsalu; Estonian cakes, excellent coffee, and the finest terrace in the town centre; €4–8 for cake and coffee) is the essential morning stop. The Georg (the finest dinner restaurant in Haapsalu; Estonian cuisine using local ingredients; €20–35 for a three-course dinner; book ahead in summer) is consistently the best evening option. The Haapsalu market (near the bus station; fresh Estonian produce; smoked fish and local berries; open daily in summer) is the practical food stop before the castle or beach. The Haapsalu Kuursal (the historic 19th-century resort pavilion on the promenade; summer concerts and cafe; the finest terrace setting in town; €5–10 for drinks and snacks) is the evening gathering point.

The Haapsalu castle cathedral concerts (open-air; the roofless limestone nave; August programme; €15–25; tickets at the castle entrance) are the finest classical music events on the Estonian west coast.
Haapsalu’s cycling routes (the Promenade; the Arbi ridge; the coastal path to Matsalu; bicycle hire €10–15/day in the town centre; entirely flat; 20–60km loop options) are the finest in western Estonia.
The Fra Mare Thalasso Spa (the largest spa hotel; mud treatments from €30; day spa access €25–35; book online or by phone at least 1 day ahead in summer) is the finest spa in western Estonia.
Augustibluus (August Blues; free and ticketed jazz and blues festival; early August; 3 days; stages on the beach and in the castle courtyard) is Haapsalu’s finest summer event. The beach stage at midnight is extraordinary.
The White Lady legend (the bishop’s bricked-in lover whose face appears at the chapel window at the August full moon) draws visitors on the full moon night. The castle tells the legend before the viewing.
Bus from Tallinn to Haapsalu (1h 45 mins; from €4 booked ahead; multiple daily; the Lux Express service is the most comfortable) arrives at the Haapsalu bus station 5 minutes from the castle.
